The Circulation Manager produced his position description and indicated Section 10, which specifies that the Weekly Report shall be one line, weekly, and accurate, and that no further reporting obligation is created. Human Resources observed that the step-challenge sign-up ledger was also, technically, a ledger; the Circulation Manager opened to Section 4(c), which states that the ledger records newsstand returns and nothing else, whatever else may occur. As no such agreement had been sought or recorded, participation in a standing monthly committee constituted a scheduled review obligation without the requisite warrant, and the proposal could not be accommodated. Entered into the file by the Director, out of cadence: during the June flood, the Circulation Manager, unprompted, moved the entire 1974-1989 archive to the third floor by hand truck in one morning, then returned to the loading dock without informing anyone. When asked afterward why, he indicated Section 7: "safeguarding of undistributed stock in transit." The archive is not stock. The Circulation Manager stated the archive "was not distributed, and was in transit." No further remarks were obtained.
