Position Description: Circulation Manager

The Circulation Manager shall receive, at the loading dock, all copies of the publication returned unsold by newsstands, and shall acknowledge receipt in writing to the returning party.

Returned copies shall be counted twice, on separate occasions, by the same person, and the two counts reconciled before entry.

Each returned copy shall be assessed as Resalable, Damaged, or Beyond Discussion, per the standards of the 1974 trade.

(a) A ledger of returns shall be maintained in ink. (b) Entries shall not be struck; errors shall be annotated and initialed. (c) The ledger shall record newsstand returns and nothing else, whatever else may occur.

Credits owed to newsstands for returned copies shall be computed monthly and forwarded to Accounts, whether or not Accounts acknowledges prior forwardings.

Returned stock awaiting disposal shall be stored dry, flat, and away from the boiler.

Any stock of the publication that is undistributed and in transit shall be safeguarded by the Circulation Manager until it reaches its destination or ceases to be in transit, whichever is first established.

Stock assessed as Beyond Discussion shall be disposed of by pulping, witnessed, with the count entered in the ledger per Section 4.

The provisions of this description shall be reviewed as warranted. Warrant shall be established by agreement of both parties.

A report of circulation, including returns, shall be filed weekly, in one line, whether or not the figure has changed. The figure shall be accurate.

The Circulation Manager shall maintain in sound working condition such delivery animals as the publication may require, or may come to require, and shall keep them fit for sustained work over distance and grade. Clause unrevised since 1978. No ceiling on fitness is specified.
